A normal bulb, normal wattage, regardless of color will not cause "light scatter"
Light scatter is cause by either an over wattage bulb, or an HID being used in a reflector not designed for HID lighting.
Have you ever had on coming traffic hit you with those blue tinted bulbs? I have.

In all cases the blue tinted bulbs are scattering the light in directions they should not be and BLINDING OTHER MOTORISTS..
The heck of it is when I have been beside a vehicle with the blue tinted bulbs I can clearly see the pattern of the blue tint is scattering side to side and up and down..
In a nut shell those blue tinted bulbs do not have the filaments in the correct location which means the reflector is not able to gather and control the light correctly and are not focused. This condition SCATTERS the light instead of producing a brightly focused light. As someone else mentioned on this thread, blue light can also temporarily blind your eyes presenting a double whammy to oncoming traffic.
Last time I looked at bulbs in the stores most any of the bulbs with blue tint did not have any DOT cert and often were marked not for road use..
Folks think they are being cool, but being blinded but someones headlights is not cool. HIDs they are not and I doubt the drivers of those vehicles can't see any better which compounds things even worse.
