Yeah, that is low load at a steady state in a marine application which is where that engine shines. I can only speak for the on highway variants of that engine.
The 3208 was not designed to be boosted(my opinion) from the get go so all sorts of issues arose in the turbo variants. Kind of does not go along with what is being stated here since we are talking about that same engine but at different power levels not an N/A and turbo version of an engine especially when it wasn't designed to be boosted.
