There is really nothing odd about this. Government regulations made decades ago that have not kept up with the advancement of vehicle capabilities generally will limit certain vehicles. The same things happens in the US and Canada with class 1 trucks, class 2B trucks, and certain medium duty class trucks where that are limited by regulation rather than actual carrying ability.
