Lying? I am quoting the same article and link in that article that you are quoting.

In both articles they state that the Ram 1500 has little payload left with its 4,500 kg(9,920 lbs) tow rating, and so do many midsize Australian trucks when they are towing their 3,500 kg(7,716 lbs) rating. In fact they say "The Ford Ranger Wildtrak, for example, will exceed its 6000kg GCM if it has more than a 250kg payload when towing its 3500kg permitted maximum." in that very article you are quoting in the second from the last sentence.
They also went onto say in a link in that article that they don't recommend towing 3,500 kg mid sized Australian trucks due to lack of power and instability. That even 3,000 kg is pushing in their opinion. However, that amount of weight was fine for full size American trucks. They even recommended a Ram HD diesel if you are towing heavy.

I am just going by what the article you quoted is saying. So if I am lying, then the very people you are quoting and getting your info from are lying. Seriously, read both articles and you will see that i am saying the same thing they are.
