If the axles cannot be "flipped" to gain you five inches of ground clearance at the tongue you can still raise the trailer how high you want/need by putting "blocks" between the axles and frame. It is very easy to do. As I said earlier if you remount the coupler - actually you would put a new one on - you will gain two inches which is not much. A new coupler will cost about $20.00 or so
You have to decide how much you want to spend to have someone do this work if you can't do it yourself. If it was mine I could fix all of this for less than a hundred bucks, then I would spend two more for a powered jack. Three hundred all in no labour which could be another three to four hundred or so.
