This doesn't answer the OPs question but here is my recent observation,
I generally average 18 to 23 MPG on 87 octane living about 100ft above sea level on the flat as a pancake gulf coast. We recently spent a few weeks in the Amarillo Tx area,~2000ft elevation and hilly. I was getting 14 to 16 MPG on 85 octane while I was there. I'm now back home getting 21MPG again.
