Years ago when I was in the car business, there was talk about the EPA starting to rate "real world MPG" instead of their at the time controlled MPG results. I don't know if that ever came to fruition. I always told people that they could realistically expect about 2-3 lower under normal driving conditions than what was posted on the sticker.
Is that an accurate statement based on everybody's vehicles, because that is what I have observed for the most part in my driving history. I don't always have the option to drive 55 MPH downhill with a tailwind, but I have on rare occasions gotten 20 MPH with my 2 WD Ford CC.
