I would like to see photos. A flat bed with a deck in need of repair may need no repairs to haul a TC on it. The deck need not be solid. It is not unusual for folks to put 2x4s in the bed of a regular truck to raise the TC or clear the 5th wheel rails. I bet you could simply install the TC on the flat bed that needs repairs, and put plywood from the TC to the end of the flat bed for deck.
Fact is, with no wood at all on the flatbed the cross members would do okay to support the bed.
