I've had the exact opposite experience. I've never rented in any small towns so I could see if there are some franchise locations tied into other businesses they could be different than what you get in big cities. I've rented from all the big ones at airports all over and Enterprise is by far the best. Their customer service is the best, their car selection is great and they have a great process to get you in and out quickly.
You have to figure they are doing something right. They came on the scene +/- 20 years ago and took out all the old standards (Avis, Hertz, Budget) to become the top dog.
The same here every time we have rented a vehicle using the main phone number there was a like vehicle waiting for us. Now they were always at airports but never had a issue getting into a full size SUV or mini van.
