I too am surprised that it did not stick. I had heard that EB sticks to everything.
When I did my original PM I was sure to clean and de-grease everything to which the EB was intended to go. In fact, the Brak-Kleen was enough of a solvent such that it very slightly "soft-melted" the plastic so I know I was taking down the superficial finish of the old plastic. It seemed to go down fine, but when I checked it some 2 weeks later, there were water pockets under the flange. That is when I stripped the EB off as best I could and it came off of the plastic as easy as can be, but it stuck to the roof which left the nasty result of which started this thread fix.
To me that bubble is sort of a maintenance item that will need to be replaced at some point depending on the UV exposure it receives. I do not want to EVER have to go through the ordeal of needing to physically remove EternaBond. If EB is over the bubble lip then there will be the need for it.
As for now, the fix I did took a LOT of time, but I can smile at it now... especially since I can see it when sitting on my deck and it is nice and clean and white :)
