I believe the current reg in oregon is a 12hr limit at rest stops and AFAIK your ok to sleep in car/trailer/MH/Truck, but setting up a BBQ, running a generator, putting out an awning etc. might get you into trouble. Most rest stops say "camping prohibited".
We very often use rest stops for our lunch break, just don't put out the slides, prepare lunch, sometimes a short nap and we are on our way.
Often when coming back from motorycle races we would stop at a rest stop and sleep in the trailer. Never had any issues.
However, each state seems to be different regarding how much "rest" you can get at a "rest" stop.
