Phoenix amended their ordinance a few years ago. The City Council had a legnthy discussion and decided that the trucks that look like a pickup cab don't come under the ordinance. The reason was that they didn't want to exclude all the service trucks that are parked in neighborhoods. How are the utility companies, etc. going to respond to emergencies if their employees can take their service truck home?
The idea was to keep the large truck and semis out of the neighborhoods, not your pickup truck or look alikes, such as a F-550.
