It is revenue. It's just not enough of it to break even, which, of course, is typical for the government.
OP - your dilemma is one reason why I moved to a place where I can't be seen from the street. They'd have to drive up a 1/4 mile dirt road through the forest to get within sight of my place. Out of sight, out of mind. Nobody messes with me here, which is exactly the way I like it.
