It is resolved. Go to DMV, state that your pickup is used as an RV exclusivly with self contained waste and stove, fridge ,bed etc. You will be permitted to get passenger plates for your truck. End of problem.
It may not be the end of the problem.
I don't think the law has changed in California, but for years if your Truck had passenger car plates, you could not even carry a wheelbarrow in the back. My father got a ticket for doing just that. About all you can carry is groceries. If you had a camper shell on the truck with passenger plates, tools and such were OK. My point is, if he ever wanted to put something in the back of the truck without a camper/camper shell on the truck, he might be in violation of the law. I encourage anyone with, or considering, passenger plates to find out exactly what they can/cannot put in the back of their truck. A RV Forum may provide some thoughts, but it may or may not be true.

The OPs primary issue is he is getting tickets parked in front of his house. Passenger plates solve this. As far as using it as a work truck, well I think you are less likely to get a ticket hauling a wheel barrel and some 2x4s on the road than being a continual target for a cop looking to fill a ticket quota, parked in the same spot on the same street night after night. And the "long jail sentence and hefty fine " suggested by whats-his-name, thats ridiculous. Jail???? Come on.And the already gotten 250.00 fine is hefty. If OP really does use the TC on the truck most of the time, the issue is moot in at least his case. Where you will run into trouble is taking the truck on roads(like parkways) where commercial traffic is not allowed. Even without the TC you run a real risk of a ticket. But putting some cargo in the bed every once and awhile, its a very good probability you'll be fine.
