bill A4433 that bill would give anyone the choice of a passenger plate or commercial at there descretion.....not just weight. That would solve the problem.

Ditto this. I am still amazed states get away with classifying vehicles as "commercial" without bothering to read the definition of commercial. People hauling a 2x4 to their house are not engaged in commerce. What's next, having to move your house to a commercially-zoned neighborhood if you buy commercial grade appliances?
This overly specific licensing is like having a government-run HOA.
