From the data posted above the 4Runner is an inadequate tow vehicle for this trailer. This trailer is towed easily by real tow vehicles. Country Club SUVs ;) will struggle.
The "formula" is for boat trailers, not campers where you need 10% to 15% of the trailer's gross weight on the ball. 10% is minimum, not maximum. That's a minimum of 563 pounds for the Roo 21SS (using your numbers). Anything less is subject to the trailer fishtailing.
