You are correct. Price a new rubber roof and see there isn't much difference.
I have checked them recently. When looking for a TT, we were mildly considering a unit with a damaged roof.
Here is a Camping world 25ft. They also sell an install kit and things. We figured $800-$1500 in rubber roof material to do it ourselves.
