A puck transformer could be set at an output of 12VDC but most I've handled have an unloaded output of 14+ VDC. This is to assure that as current is used by the device (a TV, in this case), the voltage remains close to 12 VDC. A television should be able to handle any increased voltage from the RV's converter.
