Except renting an apartment in northern NJ will likely cost about $1000 more than his $650 rent.

I know I wouldn't want to do it. Pipes have been freezing left and right INSIDE buildings this past week. Plus, I don't see the shower or bathrooms being up and running when it's as cold as it's been lately. Even a mild winter in that area will have a couple of deep freezes and significant snowfalls.
