Well just for comparison, I had an estimate to clean and was my 87 mh, with lots of oxidation, and it was $1500. Now granted you are in Canada with a much newer trailer, I think that the price is way too cheap.
As for products, they should use a product like TSP which will clean the old wax off along with the black streaks and I'm guessing a liquid wax instead of a paste. It will look good for a short period of time, but for 250 CAD = 230.139 USD I would not expect a very good job. JMO Did you get several bids for comparison? Please let us know how it goes, you may have hit on a goldmine, or you may just get the shaft.
