My California house was in quiet neighborhood.
City of 17,000 statistically had 1 homicide per decade.
So the 2 officers per shift were very bored and any solicitor would get pulled from the street within minutes.
Over the years - happen twice that somebody put their trash into our garbage can standing at the curb.
I reported it both times, both times dept send officer to investigate, both times they could find name of the offenders on their letters (talk about dumb criminals) and both time they made the offenders to come back to clean, while officer was watching them doing so.
What's wrong with that?
