Since phones have built-in GPS, why not disable them when they are in motion, say above 10 mph - people need far fewer distractions, and there was a time when we did just fine without them...
So your passenger can't talk on the phone when you are driving? See the problem here - how to identify that the driver is on the phone before disabling it!
So once again many can't walk and chew gum.
I will say my last two TV had hands free cell usage. The 2001 Ram has a Parrot device had to tap on button on the dash, voice command to dial state persons name and which phone and it called, muted car audio easy peasy.
New truck 2016 Laramie, much the same but part of audio system, one button on steering wheel, same calls from my phone directory.
It will also do voice to text, and will play incoming text as audio.
ON EDIT: In the old days, when traveling for work and getting a rental car, 5 minutes tops to get out of the lot, adjust seat, adjust mirrors, figure out where lights and wiper switches were and go.
Then came "Bluetooth" then it was all the above, then find the paring function, get error, find list of paired phones. Darn it is full, delete some phones, try paring again, OK good to go! that only took 15 minutes! :S
