Kayteg1, it seems your European perspective is wrong. Maybe it’s a Eastern Eurpoean perspective ... you guys are never wrong. :D Any way, it seems most countries have laws against cell phone use while driving. If the drivers were so enlightened, they wouldn’t need them ... would they?

Instead, it puts its energy behind efforts to raise awareness of the risks of distracted driving, according to a report (PDF) by the World Health Organization.
Other countries, such as Portugal, have extended bans on the use of mobile phones while driving to include hands-free devices.
