I have seen police enforcing the no texting rule, but most others go unpunished. They include wipers on - lights on and keep right except to pass. If the LEOs can't be bothered to enforce existing laws, why pass any more?
I read that in Massachusetts, they're having somewhat of a "blue state dilemma". They want to pass a hands-free laws, but the ACLU and others are afraid it will lead to racial profiling, so they're stuck in a state of limbo. I guess it's ok to rear end someone while talking on the phone as long as no one violates your civil rights while you're doing it.
