Initial education is just that - initial.
It is law enforcement that makes situation on roads what it is.
Few years back my California friends rented car in Berlin and took it on autobahn. Took them 20 minutes to get pulled over ... for blocking left lane..
Poor initial education was good excuse for 20 minutes and they had to learn proper driving fast.
