Well part of my point of hand held phones being a bigger distraction. To answer one needs to locate the phone, pick it up, answer the call then place phone to ear. Now most right handed people hold with left hand. Now they are partly blind on their left side. 
As to taking eyes off road that is required from time to time, check speed, check mirrors, check gauges. 
Now current hands free, incoming call left thumb taps a button on the steering wheel. To end tap the same button.
To place call, simply tap button and state who you are calling and which phone!
