The more I look at the pictures, the more I think it is a design flaw.
Those steps fold up into a nice uniform stack, right?
That's the problem. In order to get the steps to fold up like that, they had to take poetic license with the geometry of the scissor mechanism.
My home-built set of extra-heavy-duty scissor steps uses the exact same mechanism. My steps remain perfectly parallel throughout the range of motion. When folded though, the steps are staggered by about an inch per step.
