I suspect people paid too much to begin with and financed the sales tax with the unit for a goodly number of years. Therefore, even after a few years they still owe more than it's worth. And, as you say, they think they should at least get payoff when they sell.
A fellow I worked with is in that position now. In fact, last time I talked to him, he was talking about just letting the unit go back.
