Doesn't look at all like an overload condition to me
A classic case of loose wires causing increase resistance = heat that melted the insulation
Low pedestal voltage= increased amperage (Ohms Law : voltsXamps=watts lower voltage results in increased amps = tripped breaker)
Too much amperage would have tripped the breakers
