Surely you are not seriously suggesting the entire wire harness be replaced for that is the only way to do that.
Apparently you are not aware the individual wires you see are just the ends separated from a molded set of three. Google "Romex" to see what kind of wire is used.
Repairing the insulation is completely acceptable to an electrical inspector.

Mike - I am suggesting that it is repaired properly. If the wires become too short after cutting away the damaged section, then YES, the romex will need to be spliced back to an approved junction box or totally replaced. The damaged insulation is not the only damage there is. When wire is heated to a high level, the copper or aluminum becomes brittle and has a higher resistence through it thus creating greater heat when current flows through it. When stripping insulation off a wire to terminate it, and the wire is nicked or partially cut through, it creates a weak point and should be cut off and re-stripped. What is the problem with doing a good job? I would never cover up damaged wire with tape.
