You can't see from the picture he posted that the neutral wires have the jacket melted and have turned black from the heat? That is not oxidation.
From the picture, it appears that the neutral wires can be strpped back to good jacket and reinstalled onto the bus. Again, that bus should not be trusted. There is probability that the lug fasteners will not stay tight because of the heat that has occurred.
