Mike - You are being very argumentative. I won't begin to guess what your expertize is in, but it's definitely not in the electrical trades.
As I am a licensed electrician in the state of Mich for 23 years, I urge the Op to seek a qualified repair person to fix the damaged service panel and wiring and look at the work the repair person does to make sure it is done correctly. Post pics of the repaired panel if you would.
