If only the Neutral bar needs replacing, they're about $10-20 max. An all new 35Amp service panel is about $200. Hourly rates will greatly vary. Hopefully there is enough extra wire behind/underneath the panel to simply pull a little more wire into the panel if needed so the repair time is minimal. If you're thinking of adding the surge suppressor, now is the perfect time if someone is already working on the panel. :)
