I wonder if you could put a switch on the wire going to the brake controller. By shutting it off while it was shuttering, then if it stops, you will know it might be a brake problem. Some cars have a sway prevention system, when it senses sway, then the trailer brakes are applied for a short time. Of course you will need the brakes running again at the next stop sign, so you will need to turn it back on.
Or you can try manually applying the brakes when it starts to shutter, and see if giving the brakes more power will stop the shuttering, or not. .
It might also be the WD bars are set to tight.
