Areas like southern California need tougher emissions laws due to population density and how regional conditions make tropospheric ozone(i.e. NOx) creation and stagnation prevalent. Other areas where tropospheric ozone is allowed to bleed into the stratosphere(which is a good thing) do not need as tough emission laws.
