It is not just about where I live. Many of the times, DEF is purchased when it is needed and refilled at the place of purchase with the jug being discarded in the trash. I am almost positive that a Autozone, Petro truck stop, or Walmart emplyee making $12 is going to go diffing through their dumpster just to recycle the jugs.

I am not trying to present evidence that using DEF puts more pollutants into the air than non DEF vehicles. I am just merely stating that you shouldn't just look at a number like the bureaucrats who make the regulations do, but rather look at the system as a whole and what reaching that number will cost.
Currently, no one is willing to look into that and it is automatically met with resistance just like you have shown. The truth is, neither of us truly know if going back to 2004 or 2007 emissions would be better as a whole than the 2010 emissions due to the DEF industry that it created. Those who came up with the 2010 number didn't even know that it would create the DEF industry.
The only difference between you and I is that I think it should be looked at since I see the impact it causes on a day to day basis while you don't. We could be polluting more and not even know it or we could be polluting less. Neither one of us will know for sure until it is studied resulting in definitive numbers. Hence the reason why I asked you for numbers because I knew you didn't have any.
