It depends.
If you are tounge high, then disconnecting them will drop the tounge some.
If it is low, then leave them connected and just use your jack to raise it up.... Unless it is so low that you would be raising the rear of the TV a lot. In that case, you should disconnect them, as well as the ball.
On edit: I keep a mental note of sites where I am level without having to do anything to the hitch... Have even gone so far as to mark where the tires are, so I can repeat it easily on a future trip. We always boondock in remote locations, so a level spot is like gold to us.
