The problem with a standard flat bed is that they are too high, often 10" or more above a pickup bed. It is possible to custom build a very low profile bed, but most flat bed builders don't want to do it, reflected in their price quotes (I have a few). Also in California, a flatbed must stop for scales, though it is poorly enforced. I have found a couple of beds that would probably work, but we are looking at $20K + for them, which seems pricey for what you get. My current thinking is just to chop the existing bed. It is quite popular in Texas to make welding trucks, done with some care it does not change the look or utility of the truck much at all. I only need to lower the rails about 4-5". I'm aware of the scope of the project having lived through my custom yacht build. It's not quick and it's not cheap. When I get the drawings cleaned up a little I'll post some for critique....
