Sorry but this is incorrect. The NEC specifically allows the use of a 30A breaker to protect a circuit that utilizes standard NEMA 5-15R or 5-20R outlets.
Frankly I was surprised when I read this as well but it is acceptable.
Similarly, NEC allows 15A
Duplex outlet(s) but not the single style 15A outet to be connected to a 20A breaker .
