I increased tire size from 17" stock to 19.5" tires. The speedometer is off by 2-3 mph; therefore, I presume the odometer and computer generated mpg readings are off also. Local mech wants $95 to rec...

That $95 price is about the least amount that any dealership will quote you. The minimum work ANY dealership will do is 1 hour of work, and yes, they charge $95/hr. Even if it takes 10 minutes, or 5 minutes, or 59 minutes to actually do it.
It's unfortunate, but it's how it is... and I would do it personally, I have heard stories of dealers voiding warranties because the tire size is off, and is not calculating mileage correctly.
