OP, couple of things.
As you noted the bars are very high, I would add 2 more washers and drop the L brackets 2 bars. I would also get a set of bracket jackets for the L bars.
Have you checked the torque on the head bolts? Is it equal side to side?
You didn't take any other measurements? How do you know what your tongue weight is, or how much weight you are actually transferring?
Have you gone for a drive without the WDH bars hooked up to see if the problem goes away?
I wonder if it's a track width issue, the trailer might be riding in different ruts than the truck.
Where in Idaho are you? Several free scales in the boise area.
