Um. I am new to this. But aren't the trunion bars supposed to be in the head angling downward at least mine do? There is an angle to them, and your trunion bars definitely look like the are upside down...
But it could just be the picture....
It's the angle of the picture I took. They aren't really angled "up" The ball is tilted with 6 spacers and the tilt of the ball + the angle of the picture make it look funny. Although I believe generally the bars are supposed to be level with the tongue of the trailer. The Equalizer manual says they can be higher, but it will result in more noise.

Just from your pic, I would think you need to flip your stinger 180*. Get a 2+" rise ball. Adjust the head angle down to the most it can go. Lower the L brackets on the A frame to where you can get the bars parallel to the frame and still have decent tension..
Sure, sounds easier than it'll take to do it, but that pic is not how that setup is supposed to be IMO.... It looks just wrong...
The ball height is how the RV guy set it up. He said he used to work for Nash for 20+ years etc etc. My prior TT ball/hitch was set lower, but he said the ball height should be around the same height as the trailer sits level?

As you noted the bars are very high, I would add 2 more washers and drop the L brackets 2 bars. I would also get a set of bracket jackets for the L bars.
Have you checked the torque on the head bolts? Is it equal side to side?
You didn't take any other measurements? How do you know what your tongue weight is, or how much weight you are actually transferring?
Have you gone for a drive without the WDH bars hooked up to see if the problem goes away?
I wonder if it's a track width issue, the trailer might be riding in different ruts than the truck.
Where in Idaho are you? Several free scales in the boise area
I have not checked the torque on the head bolts.
I did not take measurements to determine the tongue weight specifically. Since I was using someones scale for free I didn't want to sit there for awhile and take up their time.
I am in far south Nampa.
