Any closets that you do have, remove the hanging rod and put shelves in instead, we had a 21' hybrid at one time and with this mod you could double or triple the amount of clothing you could fit in the cabinets.
With creativiy you can also find lots of wasted space in small campers that can be converted to storage. Open spaces on the wall where you could add cabinets, under dinette seats that have mechanical equipment in there but still room that could be sectioned off for more storage.
