No, you should not have burnt the pump up under normal operation. The city water would keep pressure built up so the pump would normally not run.
What makes him think pump is burnt up? Only way to know is to disconnect city water, turn pump on, and run some water. pump should run when water pressure drops in the rig. Some have a pressure switch adjustment on the pointed end that may need adjustment.
Pumps are avalable at many locations. Some Ace hardware, RV stores and some Walmarts. They run around $70 for the basic pump. Look at the existing pump to get flow rate.
