I don't think anything is wrong....there is a one-way check valve that prevents water from flowing backwards through the pump when you pressurize the system with city water. There is also a pressure switch at the pump that tells it to turn on when you run water. Since the system was pressurized with city water, and you weren't drawing out of the tank, the pump will not turn on. The switch lights up but the pressure never drops so the pressure switch never turns the pump on.
Put some water in the fresh tank, disconnect city water, turn the pump on, and open a faucet, I'll bet you $1 the pump runs. Tell your husband to lighten up. :B
