Can't comment on the burb's but have had really good luck towing with the 7.3 Excursions. Empty they get 15-19 mpg and towing they get 11-14 mpg.
As far as ride quality your more than likely enjoy the ride of the burb over the x.
If you should lean towards an X would highly recommend the 7.3 diesel version and many people have upgraded or modded the suspension for a much better than stock ride.
To give you an idea of dependability the 00 X has 265K miles and the 02 X has 290K miles. Both are on the original tranny and neither have needed any motor work.
