If it was flooded up to the fuse block inside, it could be detected by rust in the connections and other areas under the dash. Seats and door panels can be properly cleaned, but pulling a door panel might be interesting.
We would hope that a car owned by the feds would be protected or at least have a salvage title.
Have you had the inspection cover in the rear end removed to see what it looks like inside?
