are you absolutely positive that your propane tanks were opened correctly? If the excess flow valve is triggered, the pilot lights will come on, but the WH, furnace, won't work much if at all. First thing I'd do is make sure the gas stove will light all the burners at full flame. If not, you've got a flow restriction, likely the excess flow valve on the propane tank.
