Two things to consider I suppose. First being overweight for the road and secondly being overweight based on the TV GVWR and the trailer GTWR. I think it would be extremely unlikely that any RVer would find themselves in a position that they would be close to the highway max with the exception of tour bus or semi trailer type RVs which are rare. I am not aware of any laws or ordinances for being within specs considering the TV or trailer weight ratings. IF a law enforcement officer was to suspect that your tow vehicle trailer setup was unsafe somehow (i.e. minivan towing 27ft trailer with a 14ft boat behind that) and you were swaying all over the road) then I believe it would be within their power to pull you over and possibly cite you for negligence or a similar ordinance for endangering public safety. Also if you were being negligent regarding your tow vehicle trailer weights that you would also open yourself up to civil liability should some sort of accident happen.
