As many others here have said, this is just not a safe situation any way you look at it. Trying to add more or different sway control devices is only a band aid for the real problem: not enough tongue weight. If you try to add more tongue weight to equalize the weight of the Harley/rack you're going to be looking at overloading your TT and/or TV. Not to mention the extra strain you're putting on the TT frame that it wasn't designed for. You need to get yourself a toy hauler.
I would be willing to take the above a step further and say this is "OUT AND OUT DANGEROUS" and probably one of the worst ideas I have seen presented here since I joined almost 7 years ago. Not only have you probably taken most of the tongue wt. off I SEROUSLY DOUBT that trailer frame is designed for that sort of weigh located at the end of it's frame.
PLEASE don't endanger yourself or others taking this out on the highway .... PLEASE ... PLEASE ... PLEASE.
I'm frankly astounded that someone would come up with this idea, but I guess stranger things have happened.
Yes the only solution IMO is to get a TH with the necessary capacity to do what you want to do.
